Update your macOS. The very first step in trying to solve numerous issues is to check if a macOS update is available.
Downgrade macOS.
Run Apple Diagnostics.
Run First Aid.
Boot into safe mode.
Try System Restore.

Mac Informer 0.6.5 (2nd November)
It now loads on Sierra, but I still get the crash whilst scanning. See post 11 above.
